STORMWATER UTILITY FEE ON TAX BILL

*       The Town Board is in the process of establishing a Storm Water Utility District.  The District will be authorized to operate and maintain storm water conveyance facilities in the Town of Vernon.  The boundaries of the Utility District include the entire Town of Vernon.

*       The Board determined and declared it to be necessary and conducive to the protection of the public health, safety, welfare and convenience of the Town to collect charges from all users of the Town storm water collection system. The proceeds of such charges will be used to fund the management of its storm water system including reinvestment in the maintenance and improvement of existing infrastructure, and other improvements to the system that will reduce urban non-point source pollution in storm water run-off (for example: silt from construction sites and heavy metals from roadway and parking lots), consistent with federal and state regulations.

*       The Town previously authorized the preparation of a study by the Town’s Engineering consultants to create the storm water utility budget and user rates.  It is anticipated that all single family residential properties will have the same annual charge based on an average Town home and driveway size.  Non-residential properties will have a charge proportionate to the actual area of impervious surfaces on their parcel.  It is anticipated that non-residential unimproved properties without impervious surfaces will not be assessed a charge.  The storm water charges will appear on the annual tax bills beginning in 2007.

***NEW*** NOTIFICATION OF ROAD RIGHT-OF-WAY TRIMMING 

*       IF TREES WILL BE TRIMMED BY YOUR PROPERTY THE DPW WILL NOTIFY YOU BY A LETTER IN YOUR DOOR ONE WEEK IN ADVANCE. 

*       **This letter does not apply to the utility companies conducting trimming in the Right-of-Way.

*       The road right-of-way (ROW) in the Town of Vernon needs to be trimmed every few years, particularly when Wisconsin storms bring lighting, ice and high winds.  Also, we need to make room on the road right-of-way for snow removal.  We are also working hard to provide intersection visibility for school buses, police and other emergency vehicles, normal traffic visibility and delivery trucks, etc…

*       Right-of-way trimming typically involves low overhanging branches, as well as brush and fast growing, leaning trees.  Brush will be removed/chipped and wood will be left for the homeowner.

*       We may need to remove a tree that is dead or dying, has badly split trunk or limb, leans dangerously close to the road right-of-way or is a fast growing weak wood variety. 


PERMANENT ABSENTEE BALLOTS

*        If you are indefinitely confined because of age, illness, infirmity or disability, you may request a Permanent Absentee Ballot be sent to you for every subsequent election until you are no longer confined or fail to return a ballot for an election.  Again, to have an Absentee Ballot sent to you, you must be a registered voter in the Town of Vernon.  If you are not sure if you are registered, please call the Clerk’s Office at 662-2039. 

*       If you are a registered voter, complete, sign and mail the attached Absentee Ballot application to the following address by Friday, January 4, 2008.  Please note, if you qualify to be a Permanent Voter, please indicate by filling in the 2nd circle on section 5 of the application, write “PERMANENT VOTER” on the top of the form and mail it to the following address by Friday, January 4, 2008:

REGISTER TO VOTE

*       To register to vote, you must provide a valid Wisconsin Driver’s License with your current address.  If you are not issued a Wisconsin Driver’s License, a Wisconsin ID Card will be acceptable or the last 4 digits of your social security number.  You can register to vote two ways:  in the Clerk’s Office or by mail.  You can register to vote in the Clerk’s Office during office hours.  If you wish to register by mail, you can call the Clerk’s office to have a Voter Registration application mailed to you or go to

*       http://elections.state.wi.us/docview.asp?docid=6073&locid=47 to download the application.  Please note if you register by mail, you MUST include a copy of your Driver’s License.  If you do not, your application will not be processed and you will not be able to vote until you show ID, either at the polls or in the Clerk’s Office.


CALENDAR YEAR ABSENTEE BALLOTS

*       Don’t want to stand in line on Election Day?  Sign up to have an Absentee Ballot sent to you!

*       To have an Absentee Ballot sent to you, you must be a registered voter in the Town of Vernon.  If you are not sure if you are registered, please call the Clerk’s Office at 662-2039.  See below how to register to vote. 

*       If you are a registered voter, complete, sign and mail the attached Absentee Ballot application to the following address by Friday, January 4, 2008:

*       Once your application has been verified, you will be sent an Absentee Ballot for all 2008 elections.  In the fall of 2008, the Clerk’s Office will send you a letter asking if you want to renew your calendar year Absentee Ballot application for 2009.  If you want to continue, you would fill out another form.  That process will continue until you no longer wish to receive Absentee Ballots. 


PARTICIPATE IN OUR “FILE OF LIFE” PROGRAM

*       We have implemented the “File of Life” program available to all residents of the Town of Vernon.  This program provides a means for our fire department personnel to obtain critical medical information about you or a member of you family if, for whatever reason, that information cannot be provided to us on our arrival to your emergency scene.

*       In order for a resident to participate in the program he or she must complete a “Big Bend Vernon Fire Department - File of Life” form which is included in this newsletter.  The completed form should then be attached to your main refrigerator door.  We highly recommend this location as it is readily accessible to us and common in most homes.
